Entry cost varies more between emirates than most founders expect. The northern emirates undercut Dubai substantially on the licence itself. But the cheapest licence is a trap if the emirate can't support your banking, visas or client credibility — a saved AED 5,000 on setup is meaningless if you can't open a corporate account.
